Procurement and Tendering

Wodonga TAFE is a public sector agency of Victoria. It is committed to ethical, sustainable, and socially responsible procurement. Wodonga TAFE requires that all its suppliers meet the requirements of the Victorian Government’s Supplier Code of Conduct. The Code is applicable to all general government sector contracts, agreements, and orders for the supply of goods and services, and construction works and services.

The Code outlines the minimum ethical standards in behaviour that suppliers will aspire to meet when conducting business with, or on behalf of, the State in the areas of:

  • integrity, ethics and conduct;
  • conflict of interest, gifts, benefits and hospitality;
  • corporate governance;
  • labour and human rights;
  • health and safety; and
  • environmental management.

In undertaking procurement activity for goods and services, Wodonga TAFE follows the Victorian Government Purchasing Board’s Supply policy framework and the principles of:

  • value for money;
  • accountability;
  • probity; and
  • scalability.

Annual Procurement Plan

Wodonga TAFE procures various goods and services from the supply market to deliver quality outcomes for its students. Wodonga TAFE’s procurement activity for the following 12-24 months is detailed in its Procurement Activity Plan. This is updated on an annual basis aligned to annual budget allocations and its business strategy.

Purchase Orders

For all procurement of goods and services, purchase orders are issued by Wodonga TAFE and are subject to terms and conditions that apply when no other formal contract is in place between Wodonga TAFE and a supplier. The following document contains those terms and conditions.

Procurement Complaint Process

Wodonga TAFE is committed to transparent and accountable practices when seeking goods and services from suppliers. Wodonga TAFE is committed to ensuring its procurement processes work effectively and fairly for all parties. 

Wodonga TAFE advertises all tenders on the Tenders Victoria website.

Wodonga TAFE has developed a Procurement complaint management process to ensure that any potential suppliers who may have concerns relating to a procurement process conducted by Wodonga TAFE can have those concerns addressed through an independent review process.

If you are involved in any procurement conducted by Wodonga TAFE and wish to lodge a complaint about the process, you should write (by letter or email) to Wodonga TAFE's Chief Procurement Officer. If you wish to discuss the basis of your complaint before lodging it, you can also call the contact below:

The written complaint must set out:

  • your name and/or organisation's contact details.
  • the procurement that the complaint relates to.
  • the basis for the complaint specifying the issues involved.
  • how the subject of the complaint and the specific issue affects you or your organisation.
  • any relevant background information.
  • the outcome desired by you or your organisation.

Wodonga TAFE will acknowledge your complaint within five (5) working days of its receipt and will seek to address the complaint within 20 working days of receipt. You may be contacted for further information and/or clarification of your concerns. If longer than 20 days is anticipated to be required, you will be advised accordingly.

All complaints submitted to Wodonga TAFE will be reported annually to the Victorian Government Purchasing Board (VGPB) for publication in their Annual Report.

If a satisfactory resolution to your complaint could not be reached, Wodonga TAFE must inform the VGPB within five (5) days. If you are dissatisfied with the response to your complaint and it relates to a goods and services procurement, you may refer the matter to the VGPB for review via email at: vgpb@dtf.vic.gov.au or via letter addressed to the VGPB Board Chair at:

The complainant must provide the VGPB with the following material:

  • Evidence that Wodonga TAFE did not correctly apply supply policies in relation to a procurement activity;
  • Evidence that Wodonga TAFE’s complaints management procedures were not applied correctly; and
  • A copy of all relevant correspondence between the complainant and Wodonga TAFE in relation to the nature of the complaint.
